The EIC rewrites its investment playbook as EU funding enters the autumn rush

The most consequential EU funding development of the past week was not a new call. On 27 August the Commission published updated EIC Fund Investment Guidelines, changing how equity is assessed and managed in EIC Accelerator and STEP Scale Up cases, and it did so days before the next submission batches. Alongside that, four European Partnership calls open between 1 and 14 September with November pre-proposal deadlines, and the three ECCC cybersecurity topics close on 15 September. The autumn pipeline is substantial. What applicants are actually discussing, though, is the cost of bidding rather than a shortage of opportunities, which makes sharper bid/no-bid decisions and earlier consortium formation the practical priority for September.

The EIC rewrites its investment rules for Accelerator and STEP Scale Up
The EIC Fund is the equity arm of the European Innovation Council. It takes direct stakes in companies supported through EIC Accelerator blended finance, in equity-only cases, and now through EIC STEP Scale Up, which backs later-stage European scale-ups in strategic technologies.
On 27 August the Commission published a revised set of EIC Fund Investment Guidelines. They set out how the Fund invests and divests, and the revision does three things: it brings defence-related activities formally into scope, it reflects the larger investment amounts available through STEP Scale Up, and it aligns the rules more closely with the work programme on investment safeguards, technology-readiness levels, follow-on investment and intellectual property.
This matters because the equity component is not an administrative annex to the grant application. Ownership structure, co-investor readiness, IP control, strategic safeguards and a credible route to follow-on capital are now more explicitly part of what the Fund assesses. If you are preparing for either of the September batches, work those questions through before submission rather than after a positive evaluation. Companies with defence or dual-use applications should read the new scope carefully, because it changes what the Fund can support.

Four European Partnership calls open the autumn consortium season
European Partnerships are co-funded programmes that pool EU money with national funding agencies. They run their own transnational calls outside the Funding and Tenders Portal, which is exactly why organisations that watch only the Portal keep missing them.
Four of them open or provisionally open between 1 and 14 September: Driving Urban Transitions, Water4All, Biodiversa+ BiodivFuture and the Sustainable Blue Economy Partnership. Between them they cover urban transitions and mobility, sustainable water management, novel ecosystems and the blue economy. All four are two-stage, with pre-proposal deadlines in November and full proposals in 2027.
That timing is the point. A November pre-proposal deadline leaves genuine room to form a consortium properly, which is not true of most of the Portal calls closing this autumn. The complication is that each route combines a transnational call with national funding rules, so participating countries and national annexes decide who can actually be funded and for what. Check the national annex for every intended partner before you commit to a consortium structure, and apply through the partnership's own call page rather than assuming a single EU-level route.

Cluster 3 cybersecurity applicants have two weeks to check practitioner eligibility
Three Horizon Europe cybersecurity topics managed by the European Cybersecurity Competence Centre remain open until 15 September: improved cyber threat detection and response, SecureAI, and advanced cryptographic schemes.
On 18 August NCP Flanders published guidance on practitioner participation in Cluster 3. The warning is specific and easy to get wrong. Destination-specific requirements set out which practitioner organisations must be in the consortium, and evidence of their active, substantive involvement can decide eligibility. A practitioner listed as a letter-of-support partner with no real role in the work packages is a compliance risk, not a strength.
If you are bidding into any of the three topics, this is the check to do this week. Confirm that the required practitioner types are present, that they are eligible in their own right, and that the proposal shows them doing identifiable work. Two weeks is enough time to fix a representation problem, and not enough time to find a new partner from scratch.

IF26 Hydrogen Auction consultation closes, with a design webinar on 8 September
The Innovation Fund's hydrogen auctions award fixed-premium support for renewable hydrogen production through competitive bidding rather than a conventional grant call. The six-week consultation on the draft Terms and Conditions for the IF26 auction closed on 24 August, and the Commission will present and discuss the feedback in an online webinar on 8 September. The auction itself is expected before the end of 2026.
For hydrogen developers and their investors, the webinar is worth treating as an intelligence session rather than an information session. It is the clearest signal available on where the final design may move on qualification requirements, bid ceilings and completion guarantees, all of which feed straight into commercial assumptions and bid strategy.

The FP10 timetable becomes an applicant planning issue
Science|Business reported on 24 August that Research Commissioner Ekaterina Zaharieva wants the European Parliament and Council to reach agreement on the next framework programme by the end of 2026. The practical concern is that further delay would compress preparation of the first 2028 calls and put pressure on the programme's 1 January 2028 start.
This is planning context, not an opportunity. If you are building a research pipeline into 2027 and 2028, keep the legislative timetable on your watch list. Do not slow down current Horizon Europe preparation on the assumption that FP10 details will settle quickly, because nothing in the reporting suggests they will.
